Joint Industry Statement on HISA’s Proposed Rules Modifications

The Maryland Thoroughbred Horsemen’s Association is proud to stand alongside THA, TOBA, TOC, and KTA in a unified statement addressing HISA’s proposed modifications to the Anti-Doping and Medication Control Program.
Over the past year, we have worked directly and constructively with HISA and HIWU leadership to raise concerns voiced by horsemen—particularly regarding provisional suspensions, contamination issues, penalty proportionality, and due process. The proposed rule changes released by HISA reflect meaningful progress on many of these critical issues.
We strongly encourage Maryland horsemen and industry participants to review the proposed amendments and submit comments before the public comment period closes on January 5, 2026.
