Industry feedback sought for MD Horse Industry Strategic Plan

Tuesday, December 2, 2025

In November, Gov. Wes Moore signed an executive order formally establishing the Maryland Horse Industry Strategic Plan to guide the future of Maryland’s $2.9 billion equine sector. The initiative is geared toward unifying the state’s diverse horse community under a single, coordinated vision for growth, sustainability, and collaboration.

Maryland Agriculture Secretary Kevin Atticks at a recent meeting of the Maryland Horse Industry Board said a steering committee made up of state agencies and representatives from the equine industry will guide the effort. The representatives reflect the breadth and diversity of the state’s horse community, from Thoroughbred and Standardbred racing and sport horses to trail riders, jousters, and therapeutic programs.

The committee will lead the development of a comprehensive strategic plan designed to strengthen Maryland’s horse ecosystem across seven key focus areas: strategic planning and policy guidance; collaboration and communication; economic development; advocacy, public awareness, and promotion; education and workforce development; sustainability and land use; and health and welfare.

The committee is seeking broad feedback from equine industry participants. You can use the online form at the following link to share your ideas, concerns and possible solutions: https://docs.google.com/forms/d/e/1FAIpQLSfTvJ7OuXnzHmxp9X6IGU6R_XG4ZlnBXplJ50YQml_Z9EJyDA/viewform
