Highlights from the June 2025 MTHA Board of Directors meeting

The Maryland Thoroughbred Horsemen’s Association (MTHA) Board of Directors met in an open meeting on June 17, 2025, at Laurel Park and via Zoom. The meeting covered a wide range of topics important to the racing community, with several key actions taken:

BACKSTRETCH PENSION PLAN - The Board of Directors unanimously approved the adoption of an IRS-approved Hardship Exemption plan, which will allow vested plan participants who do not otherwise meet eligibility requirements to withdraw funds from their accounts. To qualify, participants must submit appropriate documentation demonstrating a financial hardship, which must be reviewed and approved prior to any withdrawal.

CODE OF CONDUCT - In response to the recent rise in conduct-related issues on the backstretch at Laurel Park and a perceived lack of appropriate enforcement, the Board of Directors unanimously expressed its desire for the Maryland Racing Commission to take more immediate and proactive measures to address these concerns. The Board also expressed support for exploring how jurisdictions at Woodbine and New York handle similar matters, including the potential use of independent review panels—separate from state racing commissions—to issue suspensions and fines, with the goal of managing these situations more efficiently and effectively.

CONDITION BOOK - It was reported that the Purse Committee will convene following the conclusion of the current meet in July to address concerns raised by horsemen regarding the lack of racing opportunities, an excessive number of categories, and the timing of races in the condition book. Committee members and all stakeholders are encouraged to bring forward creative and constructive ideas for consideration.

TIMONIUM - The Board of Directors unanimously approved a purse and stakes schedule for the 2025 Timonium State Fair consistent with the 2024 meet.

COLLEGE DAY - The Board of Directors unanimously approved a contribution to the Maryland State Fair to support their College Day at the Races in 2025.
